There can be identity of the structure and functioning of matter over time without identity of persons or bodies over time. Identity of structure and functioning of matter in a body produces identity of behavior in that body. Identity of bodies does not produce identical behavior --- a body can produce any behavior corresponding to any personality thus the self belief that you are any possible not just who you currently think that you are or your body is.
